  • Your country of origin is outside the European Union (EU), European Economic Area (EEA), or Switzerland.
  • Your stay in the Netherlands is for a long-term purpose, not a temporary one such as short-term work or education.

If these conditions apply, you will receive an official notification from the Dienst Uitvoering Onderwijs (DUO) indicating your integration requirement. You typically have three years to fulfill this requirement, known as your 'inburgeringstermijn'.

Notable Exceptions: Who Is Exempt from Integration?

Not everyone moving to the Netherlands is required to integrate. You are exempt from the inburgering obligation if you belong to any of the following groups:

  • EU/EEA and Swiss Nationals: If you hold a passport from these regions, you're exempt. This also includes their immediate family members, regardless of the family's nationality.
  • Minors and Seniors: Those under 18 or who have reached the Dutch state pension age are exempt from integration.
  • Temporary Residents: Individuals here for short-term reasons, like expats, au pairs, or students, are generally exempt.
  • Former Dutch School Students: If you lived in the Netherlands for at least eight years while of school age (leerplichtig), you are exempt.
  • Specific Educational Qualifications: Holding certain Dutch diplomas (such as VWO, HAVO, MBO-2, or higher) can exempt you.
  • Turkish Nationals: As of January 1, 2022, Turkish citizens and their family members who arrived for family reunification must integrate. This doesn't affect Turkish citizens with residence permits issued before this date.
