Understanding Inburgering Penalties: Timing, Costs, and Evasion Strategies

An informative guide on DUO penalties (boete) for not completing your integration in time. Discover the procedure, penalty amounts, and subsequent steps after incurring a fine.

Missing your integration deadline may lead to a penalty ('boete') from DUO. Although it can be daunting, grasping the process can aid in navigating the situation. This guide clarifies when penalties are enforced, their possible amounts, and your available options.

When Are Penalties Imposed?

A penalty may be imposed if your 'inburgeringstermijn' (integration period) concludes and you haven't met all your obligations without securing an extension. DUO will initially send a warning notification called a 'Vooraankondiging termijnoverschrijding' before levying the actual penalty.

What Is the Penalty Amount?

The fine's amount is contingent upon the applicable law and the level of effort demonstrated.

  • Failure to Complete Your Learning Path: The maximum penalty is €1,250 under the 2013 Act or €1,000 under the 2021 Act. DUO evaluates the number of course hours completed and exam attempts made. Lesser effort results in a higher penalty.
  • Failure to Complete PVT or MAP on Time: Not finishing the Participation Declaration Trajectory (PVT) or the Module Labour Market and Participation (MAP) within the deadline may result in a separate penalty of €340.

What Occurs After Receiving a Penalty?

  • Integration Obligation Remains: The penalty doesn't negate your 'inburgeringsplicht'.
  • Additional Time Granted: After a penalty, DUO automatically provides a new period, up to two years, for completing your exams.
  • Asylum Status Holders and Loans: Under the 2013 Act, asylum status holders who received a loan must repay it upon receiving a penalty.

How to Prevent a Penalty

The optimal way to avoid a penalty is to successfully complete your exams on time. If delays occur due to circumstances beyond your control (such as illness or family issues), you must seek an extension before the deadline lapses. Refer to our guide on requesting additional time for further details.
